Look out for "not uploaded" files by checking files from your HDD against your Google Music Account.

It's a really shitty workaround, but uninstalling the chrome Google Music extension and re-downloading every time seems to fix the problem for both uploading and downloading. Yeah, Music Manager isn't helpful at all with errors. That’s roughly half the collection not available. So I am giving the AppData flush workaround a try, but Music Manager seems to be fixated on only uploading 200 songs.
That the application never tells you why or what to do about it certainly doesn't help matters. And I won’t even mention the fact that, on Windows 7, I couldn’t get Google Music to play at all in Internet Explorer 9, although it worked perfectly in Chrome.
